Planners for the city and the Rhode Island Public Transit Authority have laid out the route for a $126-million streetcar system through the city’s core and proposed an unusual method to help pay for it…The planners are billing the project as an economic-development and “livability” project as much as a transportation project. They also call it a “walk extender.” “You could come to the city, have dinner on Thayer Street and go to a show at [the Providence Performing Arts Center],” Pettine said.
